Vietnam stopped using household books and moved residence records into a national database. Here is what that means for your documents.

Where Home Affairs mentions household registrationHome Affairs' citizenship guidance and citizenship application form say that if you cannot provide a full birth certificate, other evidence of birth may include a family/household registration document. For a child aged 15 or younger included in a citizenship application, it asks for a full birth certificate or a family/household registration document containing the parents' details. It does not name a specific Vietnamese document. A document in Vietnamese is provided together with an English translation; in Australia, the translator should be NAATI accredited.

Since 1 January 2023The book is no longer valid in VietnamUnder the 2020 Law on Residence, household books (sổ hộ khẩu) and temporary residence books (sổ tạm trú) could be used only until 31 December 2022. From 1 January 2023 they ceased to be valid, and residence details are held in Vietnam's national population and residence databases.

What replaced itA residence confirmation, form CT07When proof is needed, any commune police office issues a Giấy xác nhận thông tin về cư trú (form CT07), on paper or electronically. It can be requested online through VNeID or the National Public Service Portal, at no charge. Since 1 January 2024 it is valid for one year from issue, or until the residence details change.

My sổ hộ khẩu is no longer valid. Can I still have it translated?

Yes. Since 1 January 2023 the book is no longer proof of residence in Vietnam, but it remains a record of your household at the time. Home Affairs lists a family/household registration document among the alternative evidence of birth when a full birth certificate cannot be provided. Whether a particular document is enough is for the department to decide.

What is a CT07, and how is it requested?

Form CT07 is the confirmation of residence information (Giấy xác nhận thông tin về cư trú) issued by the police from Vietnam's residence database. It can be requested online through VNeID, the National Public Service Portal or the Ministry of Public Security's portal, or in person at any commune police office in Vietnam, regardless of where the person lives. It is free and valid for one year from issue.

Do I need an apostille on a sổ hộ khẩu or CT07?

Home Affairs' evidence guidance asks for the original document and an English translation and does not mention legalisation or an apostille. Vietnam joined the Apostille Convention with effect from 11 September 2026, so if another authority asks for one, it is issued by Vietnam's Ministry of Foreign Affairs. An apostille is translated as an extra page.
